Buck Hakkai's Journey to...St. Louis???

Say what?
Got a letter in the mail yesterday from the St. Louis, MO Metro Police that a green 1994 Buick LeSabre, minus its license plates, VIN ----- had been towed from the middle of a street in St. Louis to their impound lot and would I please call to make arrangements to re-claim my vehicle?
Say WHAT???????
Keeping in mind that a little over a year ago, said vehicle was my trade-in to purchase my little Gold 2004 Malibu from a local car dealership, and to be brutally honest, considering the condition Buck Hakkai was in at the time, I fully expected him to go directly to the scrap yard. So the Two-fold question is: How did an unsafe-to-drive vehicle wind up a year later hundreds of miles away (okay, yes, I've heard of flat-bed transport)-- but WHY is it's VIN still registered to me????
I suppose I need to call ... I DO have the sales Tax documents from the dealership and odometer reading document indicating that I surrendered Buck Hakkai's title to them. Should I call the dealership as well, and say, 'hey, remember my trade-in vehicle from last year? Guess what, it's down in St. Louis, and the cops think it still belongs to me! Methinks you got some 'splainin' to do....'
